Agreement arrived at on 21st April 2003 at a meeting held under the chairmanship of Mr. Abdel Fattah Burkan, Deputy Head of District Office Trincomalee SLMM, between the Liberation Tigers of Tamil Eelam and the representatives of the Majlis Al Shura of Mutur Division:

1. To make every effort to ensure that the Tamil speaking people, the Tamil and Muslim peoples live together free of fear and suspicion and build mutual trust in each other.

2. To continue to be in close contact with each other in order to achieve and sustain the above.

3. To prevail upon the Tamil and Muslim peoples to terminate all acts of violence against each other and ensure that peace prevails.

4. To jointly request the law enforcement agencies in areas under government control to impartially enforce the maintenance of law and order.

5. In areas under the control of the LTTE the LTTE will ensure the security of the Muslim people.

6. To seek the cooperation of all concerned to achieve the above.

The LTTE was represented by Mr. S. Thilak, political head of the LTTE Trincomalee district and the Majlis Al Shura of the Mutur Division was represented by Mr. M.A. G. M. Sabeer, Mowlavi M. M. Kareem, president of the Mailis Al Shura Mutur Division, Mr. S.M. Jawabdeen, president of Federation of Mosques Mutur, Mr A. Razik Fareed, Mr. K.A. Rahuman, former president of Federation of Mosques Mutur and Mr. M.P.M. Mustafa, principal Jamaliya Muslim Maha Vidhyalaya.
